Nashville NC - Why do the Nash Board of Elections continue to hire someone without previous experience?

The Nash County Board of Elections has selected a new elections director to fill the post vacated in June.
Nash County Board of Elections Chairman Ivy Armstrong said the board unanimously voted Wednesday to select John Kearney, 37, of Rocky Mount as the county's new elections director.

Someone asked me did I think that Tracy Whitfield a black female who worked in the Edgecombe County Board of Elections office was blackballed from getting the job? I find it strange that she was not hired if she applied because she was asked to work in the ECBOE office during the May Primary Election because Edgecombe has a new director also with no previous experience. Obviously Ms. Whitfield knows what she is doing because if not, why would she be asked to help out. Ms. Parker still works in the Administrative Bldg upstairs so she was asked to come down stairs to help out for a couple of months during the May Primary Election.
I know Ms. Whitfield knows what she is doing because she did a great job in the ECBOE office. I have spent much time in there since the early 90's and she has always been very professional and was always courteous.
So what is really going on in Nash County? Is it the board do not want to hire a black person to fill former Director Tracy Reams who moved on to Orange County to become the director there?
It is just strange to me that Nash County has hired 2 new directors within the past 4 -5 months who have no previous experience. We are coming up on a major November General Elections and the numbers are going to be high because this is a Presidential year.
