A lawsuit filed against Rocky Mount by residents to overturn the closing of Cummings Road was upheld Monday in N.C. Superior Court.
Raymond Bulluck of North Rocky Mount, a Cummings Road resident, filed the lawsuit in June to reverse the Rocky Mount City Council's decision to close Cummings Road in 2011, upon completion of the Northern Connector.
